Between homelessness and property taxes, there is a solution to both. The answer is as old as Nebraska (https://history.nebraska.gov/publications_section/sod-house-construction/). The answer is sod houses. You may laugh but I am not being facetious. Sod houses are cheap, and affordable, and do not need a paint job. And the property taxes on sod houses would be minimal. Doing crafts helps alleviate mental illness and building a sod house can be a do-it-yourself project. There are values and virtues to learn in building sod houses. With sod houses, Omaha will learn how complex the problems are and where the solutions need to be.

Andrew, I think it's a great idea. Sod is a great insulator! Those homes may be humble, but put in an iron stove, and they're toasty warm. Also, they're just about impossible to burn down.
Oh--and FWIW, there used to be a two-story soddy on my uncle's farm outside O'Neill, Nebraska. It was the original farmhouse, and it was very nice. Sadly, about 25 (?) years ago, a tornado demolished it. (even a soddy can't take a direct hit from a tornado)
