Being able to praise someone for their fluency in English is not always a given when dealing with foreign leaders.
No, I think Trump was sincerely impressed with Boakai's speaking abilities, although I think Boakai was embarrassed by the compliment. I suspect Trump had previous experience with other Liberian representatives and had difficulties with their accents. What I think offends many people is few would publicly comment about how anyone speaks, whether good or bad, which is really what resulted in the media taking notice.
